Can I restore a file from backups?

You can from Hen's Teeth Network's backups. Most other hosting companies do not allow you to recover a lost file from their backups.

What limitations are placed on email? How many messages can I send?

Since your VPS runs its own copy of sendmail and has its own email queue, there are no artificial limitations placed on your email. You are free, of course, to configure sendmail to restrict message size, number of messages per hour, etc., but these decisions are solely up to you.
